Science Protocol Deactivation Comment Form
What you are being asked to do in this Community Comment Period?

In this comment period, GIO and the Science Working Group (WG) are asking, via this form, that you provide comments on
1) the criteria generated for the deactivation of protocols, and
2) the list of protocols recommended for deactivation and those for possible deactivation.

Please be candid/forthright in your feedback.  All responses will go to the WG for its consideration and may result in possible changes to the deactivation process and/or the list of protocols recommended for deactivation and possible deactivation.

Once the WG incorporates the feedback and makes changes, the process document will be submitted to GIO and then transmitted to NASA.  The final result will be communicated to the GLOBE community.

You can download and/or print Table 1 and Figure 1 referred to in the questions from the link below.  They are also included with the questions. https://docs.google.com/document/d/1JEJeWV34LZMUNUV7OJ3EbA9POKQH7Qo7GAwX44l6k1o/edit?usp=sharing

The open comment period will end on Wednesday 03 February 2021, at midnight, US Mountain Time.

Thank you for taking the time to provide your feedback.  It will help to guide the WG in making any changes to the possible protocols to be deactivated.

Sincerely,

Dr. Tony Murphy, GIO Director
Science Working Group

Background
When GLOBE began in 1995, there were eleven protocols in the program. Twenty-five years later we now have 55!  As the program has expanded, questions have arisen as to how well these protocols fit the needs of the community, whether there are too many protocols, and also whether new ones are needed.

Over the last year, the GLOBE Science Working Group (WG) assumed the task of considering the number and type of science protocols, identifying criteria to assess protocols, and applying each of the four criteria – science, education, implementation, and society – to all protocols.    The details are described below.  Through this effort, the Science WG went through all the protocols and developed a recommended list for deactivation and possible deactivation.

The objective of evaluating existing protocols is part of our continual efforts to make the GLOBE program responsive to the community. While we are confident that each of the 55 protocols has provided value to the community over time, it is appropriate to assess our current activities in order to strengthen the program and provide opportunities for future growth.

The Science WG consulted with the other GLOBE working groups – education, evaluation, and technology – to gather comments on the process and assessment.  Initial community feedback was also solicited at the virtual GLOBE Annual Meeting this past July.  GIO and the Science WG are now providing the larger community with an opportunity to comment.

What does Protocol Deactivation mean?
Once a protocol is deactivated, data for that protocol cannot be entered into the database after a specified date. The program will not prioritize updating the technological, educational, or scientific resources for that protocol. (If so desired, local data for the protocol could be entered and maintained in a spreadsheet developed by the user.)

However, existing data for the deactivated protocol WILL remain available via the program.
All teaching and learning resources will also remain available.

If determined to be in the best interest of the program, part or all of a protocol can be reactivated at a future date.

2.2) If you answered "Yes" to question 2.1, please list any additional criteria that should be considered AND explain why they should be considered.
2.3) Please refer to Table 1 to answer this question. Looking at the criteria used, are there any criteria that were considered that should NOT have been included?

2.4) If you answered "Yes" to question 2.3, please select the number that corresponds to the criteria you believe should not have been considered.
2.5) Based on your answers to questions 2.3 and 2.4, please explain why you think these criteria should not have been considered.

Please note that in this context, "Sunset" is synonymous with "Deactivated" which means that the historical data will still be available but you will no longer be able to enter new data.
